Human resources

The Department of Legal and General Affairs in the Direction of JSC ELEM - Skopje performs works through the Department for legal affairs and bodies of the Company, Human Resources Department, the Department of Legal Affairs, Office of General Affairs, Coordinator of Occupational Safety and Environmental Protection environmental coordinator for defence, protection and rescue and crisis management and the sectors and services and legal affairs at the branches of JSC ELEM – Skopje.
The Department of Legal and General Affairs in the period 1.1.2014-31.12.2014 prepared materials and organized 84 meetings of the Management Board of JSC ELEM- Skopje.
The Management Board of JSC ELEM- Skopje decided on many issues and adopted a number of acts among which more significant are:

Decision on adoption of the report on the production and sale of electricity.
Decision on determining the amount of the treasury maximum for 2014.

The Department on Legal and General Affairs during 2014 prepared materials for 15 meetings of the Supervisory Board of JSC ELEM-Skopje, on which reports were reviewed on the activities of the departments JSC ELEM - Skopje and other materials for which the Supervisory Board is authorized to decide pursuant to the law and regulations of the Company.

The Department on Legal and General Affairs prepared all minutes from the meetings of the Management Board, Supervisory Board and minutes of meetings with other Commissions, and prepared and published 15 official bulletins of the Company.

The Department of Legal and General Affairs during this period carried out a procedure for voluntary termination of employment of the employees in the Direction and subsidiaries of JSC ELEM, according to the Collective Agreement of JSC ELEM, by signing written Agreements to cancel the Employment Agreement of employees. In this respect ceased employment of total of 201 workers, of which 6 from HPP Mavrovo, 6 from HPP Crn Drim, 2 from HPP Treska, 174 of REK Bitola, 8 employees from REK Oslomej, 2 employees from Energetika and 3 from the Direction.

The total number of employees in JSC ELEM- Skopje as of 31.12.2014 amounted to 4498 employees and 529 employees through the Temporary Employment Agency.

By level of education most 1,817 employees or 40.4% are with stage IV high school; 1,128 employees or 25.08% are with grade III secondary school in occupation; 512 employees or 11.38% are PC workers with level II; 448 employees or 9.96% with VII / 1 degree or higher education; 270 employees or 6% are with grade I unqualified staff; 135 employees or 3% have higher education degree VI; 120 employees or 2.67% are with V highly qualified employees; 64 employees or 1.42% with VII / 2 master degree and 4 employees or 0.09% with grade VIII PhDs. According to age most people employed 1,927 or 42.84% were aged 46-55 ; 977 employees or 21.72% are aged 56-63 years; aged 36-45 are 979 employees or 21.77%; aged 26-35 years are 550 employees or 12.23%; at the age of 25 there are 40 employees or 0.89% over the age of 64 there are 25 employees or 0.56%. According to sex in JSC ELEM Skopje there are 3899 men or 86.68% and 599 women or 13,32%. Tabular view is shown in Appendix 2.

The number of employees in the Direction and subsidiaries of JSC ELEM- Skopje as of 31.12.2014 is as follows: subsidiary HPP Mavrovo - Gostivar 351-employee, subsidiary HPP Crn Drim – Struga - 206 employees, subsidiary HPP Tikvesh - Kavadarci-89 employees, subsidiary HPP Treska - Skopje - 95 employees, subsidiary REK Bitola – Novaci - 2,688 employees, subsidiary REK Oslomej - Oslomej - 764 employees, subsidiary Energetika – Skopje - 150 employees and the Direction-Skopje-155 employees.

in the area of defence, protection and rescue and crisis in this period several activities were undertaken, among which more significant are:
- Making draft military electric energy balance for working in conditions of war for 90 days of JSC ELEM - Skopje 2014 The proposal was submitted to the Management Board of JSC ELEM - Skopje in cooperation with the Department for production of electricity.
- Submitting VEEB 2014 by decision of the MB to the Ministry of Economy.
- Making an assessment of the threat from natural and other disasters and plan for protection and rescue from natural and other disasters for the Direction of the JSC and submitting it to DZS- Regional Department for Protection and Rescue - Municipality Centre for Opinion / Agreement.
- Estimates and plans of the MB of the JSC for a Decision for making assessments and plans for protection and rescue of the Direction and subsidiaries of the JSC from MB of JSC ELEM - Skopje.
- Development of joint documents for protection and rescue of the staff, service users of EVN - Skopje
- Holding basic training of staff for protection and rescue in all subsidiaries of JSC ELEM - Skopje.
- Participation in international exercise SEESIM-14, preparation of documents in accordance with set tasks for exercise.

In the area of health and safety at work in this period several activities were undertaken, among which more significant are:

Work to unite, coordinate the work of referents in the subsidiaries of the Company in the implementation of measures for occupational safety and environmental protection.
A procedure was initiated for interventional procurement of personal protective equipment for employees in subsidiaries and the Direction.
Work was being done on professional activities in achieving occupational safety of employees.
Organized periodic reviews of equipment.
Performed analysis of injuries at work, conducted medical examinations, conducted legal training to work with the defibrillator and opening of health posts in the Direction and the subsidiaries.

- Work with committees for implementation of the system BZR- OHSAS18001.
