Hydro power plants

HPP Boshkov Most
  • An invitation for bids for electrical and mechanical equipment has been published and bids have been submitted (17 April 2003)
  • The pre-qualifications for LOT 1 and LOT 2 have been completed.
  • Reports have been prepared for the summer, autumn, winter and spring aspects of environmental monitoring prior to the construction, in line with the monitoring plan adopted. A final environmental monitoring report has been developed and adopted.
  • Bids were submitted for LOT 3 with regard to the electrical and mechanical equipment.
  • Urban plans for the villages of Tresonche and Rosoki have been developed and the procedure of the Strategic Environmental Impact Assessment is finished.
  • Bids were submitted for LOT 1 and LOT 2 with regard to the construction works. 
  • The invitation for bids for the construction works at LOT 1 and LOT 2 were annulled.
  • Activities are underway to complete the final environmental monitoring report prior to construction, in line with the monitoring plan adopted.
  • The procedure for approval of the planning documentation by the Ministry of Transport and Communications is underway.
  • MEPSO submitted the final study for connecting HPP Boshkov Most to the energy system, to serve as the basis for development of the tender documentation for LOT 4 – connection to the electricity transportation network.
  • The tender for construction works at one of the LOTs has been re-published and is underway.

 

HPP revitalization – stage two
  • “Sisgeo” from Italy - the contractor selected under the tender for the LOT A – completed the automation of the dam auscultation system at the six dams of Mavrovo, Tikvesh, Globochica, Shpilje, Kozjak and Sveta Petka. All six dams will be connected to the centers in Struga and Skopje via the data transfer system (DTS). The Data Processing System (DPS) software is in its final stage.
  • As part of the works procured under the LOT B1 tender for revitalization of the Gorna Radika channel, the pipe has been laid down along a 2,660 m long section (100% of the entire length). The repair works on the damaged channel are completed. The sliding locks have been installed, with additional corrections to be performed on two of them. The nine middle water catchments have been completed.
  • The works required under the LOT B2 tender for revitalization of the Sharski Vodi channel were completed by the company Beton - all seven locations were revitalized.
  • The LOT B3 tender for completion of the Leunovo dam was finalized by the company Beton, who applied the final asphalt layer.
  • As part of the tender for the LOT B4 for revitalization of the Toljanski tunnel, Geosonda from Belgrade carried out the works between September 1 and November 6, 2013, grouting a 141 m long section (plus additional 44 meters) of the tunnel and the steel cover. After the tunnel was cleaned and filled with water, the works were halted.
  • Strabak/GIM – Skopje finished all the works required under the LOT B5 tender for installing a grout curtain in Shpilje. An annex to the agreement was signed and ELEM issued the Acceptance Certificate.
  • Andritz, the contractor selected for the LOT 1 tender, completed the activities of testing the unit C generator at HPP Vrutok. Generator B started its operation on 12 November 2013. Generator D is completed and will be launched for testing purposes on 6 January 2014. The contractor commenced the activities to complete the fourth and final aggregate.
  • Kolektor Etra, the contractor selected for the LOT 2 tender, finished the works on the two of the regulation transformers at HPP Vrutok. Transformers C and B at this hydro power plant are operational. Transformer D has been installed on the construction site and will be launched. Transformer A is completed and deployed at the installation location of the construction site. Manual works have started on three of the transformers at HPP Raven.
  • As part of the works required under the tender LOT 3 for locks, Litostroj repaired and re-launched the damaged ball lock C, with the operation of the lock currently being tested. The ball lock B is mounted and launched and is currently being tested. The ball lock D is also mounted and in trial operation. Two new air valves have been installed and two old ones were transported to the revitalization plant.
  • As the contractor selected under the tender for LOT 4 for locks, Iskra Impuls installed three new table locks on an outlet at Raven. Six table locks on the diffuser and two locks on the outlet tunnel at HPP Vrutok were revitalized, the outlet locks at HPP Raven and HPP Vrutok were dismantled and are being revitalized. All servo motors have been completed.
  • Erhard Muhr, the contractor selected for the tender LOT 5 for grids, finished the works of mounting and launching the grids and cleaning machines at the construction site of the Vrben catchment and the Vrutok surge tank.

 

Lukovo Pole dam and Korab waters catchment

  • As a result of Poyry cancelling the consulting services agreement for development of an environment and social impact assessment study on 20.03.2013, an agreement was entered into with the consultants JV BRL Ingenierie & GPM Consulting to complete the study.
  • An agreement was signed on 25.03.2013 with the consultancy company GEING for adjustments of the Lukovo Pole dam project in terms of adding a supply channel for waters coming from the Korab mountain at the micro hydro power plant Crn Kamen.
  • An Annex 3 to the Additional Geo-technical Surveys Agreement with GIM was signed on 29.06.2013.
  • An Annex to the Agreement with JV BRL Ingenierie & GPM Consulting was signed on 18.09.2013 for additional activities related to the finalization of the environmental and social impact assessment study, due to the poor quality of the version submitted by Poyry.
  • A draft-report was made on the strategic environmental assessment of the urban plan for locations outside inhabited areas, to be used for the construction of the Lukovo Pole dam and reservoir, Korab waters catchment and micro HPP Crn Kamen (in accordance with the decision adopted on the 167th session of the Government of the Republic of Macedonia on elimination of the Projfel catchment, the report needs to be revised).
  • Annexes were signed to the Consulting Services Agreements with the panel of experts on dam security.
  • At the request of the World Bank, a letter of request was sent to the company Milieu from Belgium for an independent legal opinion on the project; accordingly, an offer was submitted by Milieu on 05.12.2013.
  • The terms of reference for an access road to Acciona have been completed and submitted.
  • The terms of reference for a transmission line route to Acciona have been completed and submitted.

 

Vardar Valley

Development of an updated pre-feasibility study for the “Vardar Valley” project is underway, which will update the prices of the construction works, electrical and mechanical equipment and will also include annual calculations and renewal of economic data.

HPP Shpilje II
  • An agreement was signed with KfW Bank for the development of a feasibility study and an additional environmental impact assessment study for HPP Shpilje II.
  • Development of terms of reference and tender requirements for selection of a consultant to conduct a feasibility study.
  • A tender was published for selection of a consultant to conduct a feasibility study containing an environmental impact assessment study.
  • An agreement was signed with the selected consultant.

Seismic monitoring of locations of existing and future dams
  • Implementation of activities related to seismic monitoring, including maintenance and servicing of instruments for registration of strong earthquakes; such instruments have been installed at the dams of Mavrovo, Shpilje, Globochica, Tikvesh and Kozjak, as well as on the locations for the future dams in Veles, Chebren, Krivolak, and Gradec, following the steps below:
      • an agreement was signed,
      • negotiations took place to agree with the existing hydro power plants on the operation of the network of seismic monitoring of dams.
  • The LOT1 Agreement on seismic monitoring, maintenance and servicing of instruments for registration of strong earthquakes installed at the dams of Mavrovo, Shpilje, Globochica, Tikvesh and Kozjak, as well as on the locations for the future dams in Veles, Chebren, Krivolak, and Gradec, is valid from 1 January 2012 until 31 December 2014.
  • The LOT2 Agreement on seismic monitoring aimed at observing seismic activities – induced seismicity of the dams of Kozjak and Sveta Petka and the location Belica, is valid from 1 January 2012 until 31 December 2014.

Consulting services in the area of civil engineering
  • A Framework Agreement was entered into with the Faculty of Civil Engineering, Skopje, for the provision of civil engineering services with regard to the facilities at HPP Mavrovo, HPP Globochica, HPP Tikvesh, HPP Shpilje, HPP Kozjak, and the Suvodol dam, along with the accompanying facilities and the surrounding terrain in ownership of AD ELEM. The agreement will be implemented in the period between 18.02.2010 and 18.02.2013.
  • The following documents were prepared: reviews, terms of reference, project program, reports and (geo-technical and concrete) surveys.
  • A Framework Agreement was signed with 7 (seven) companies on services including the development and corrections of project documentation in the area of civil engineering, as well as corrections of civil engineering project documentation for facilities in the categories I to IV, owned by AD ELEM. The agreement is to be implemented in the period between 13.01.2011 and 13.01.2014.
  • The project documentation has been developed and corrected in line with the agreement.
